Sounds like he wants to send pictures to the magazine for an article, not to post pictures on the internet. Sorry, I don't know who to contact.

I use photobucket, free membership, but you get ads. Select the img tag, on the picture you have uploaded. There are many other ways. Do a 'reply with quote' to any message with pictures, and you will see the formatting.
